Secure messaging for Central Withholding Agreement applications

 

Secure Messaging is a fast and safe way to communicate online with us about a Central Withholding Agreement (CWA) application.

With Secure Messaging, you can:

  • Exchange documents quickly and securely through a web browser
  • Correspond with us when it is convenient for you
  • Reduce the need to call or wait on fax or mail delivery

Eligible Form 13930 and Form 13930-A pilot participants can use Secure Messaging.

How it works

Secure Messaging is like a web-based email service. Messages can be securely sent to you by IRS employees. You can respond and attach documents related to your withholding agreement application.

When you have a secure message waiting for you, we send a notification email to the address you provide on Form 15410, IRS Secure Messaging Taxpayer Agreement and Disclosure Authorization to Designated Users. Each notification includes a link to the Secure Messaging system. To protect your privacy and prevent identity theft, emails do not include taxpayer information.

The IRS saves all messages as a digital record of your communications with us.

How to create an account

If you are a withholding agent who wants to communicate with us through Secure Messaging, you can have an account created by following these steps:

  1. Review and agree to both the Terms of Service and Rules of Conduct.
  2. Complete Form 15410, including the Appendix, and send it to the IRS by fax at 866-715-1507.
  3. Participate in an authentication meeting through a videoconferencing system.
  4. Check your inbox for an IRS email and use the credentials to create a Secure Messaging account.

How to share access with an authorized representative

To share Secure Messaging access with an authorized representative:

  1. Authorize the representative to receive your tax correspondence by completing and signing either:

Form 2848, Power of Attorney and Declaration of Representative PDF

Form 8821, Tax Information Authorization PDF

Review the instructions for Form 2848 PDF and Form 8821 PDF to determine which one your authorized representative may use. If you are a person with the authority to bind a designated withholding agent, then you do not need an authorization form.

  1. Add the authorized representative's name, email address, and telephone number as a designated user in the Appendix to Form 15410 and check the POA box for that person.
