IRS Selects New ETAAC Chairperson and Members

WASHINGTON — The Internal Revenue Service today announced the selection of six new Electronic Tax Administration Advisory Committee (ETAAC) members and its new chairperson. The new members will replace six members whose terms end in October 2005, and the new chairperson’s term will begin immediately.

“We welcome Grace Ann Dieterich as the new ETAAC chair and look forward to working with her and other new members on our mutual goal of enhancing electronic tax administration,” said Bert DuMars, director of IRS Electronic Tax Administration. “ETAAC supports the goal of electronic tax administration by encouraging taxpayers to transact and communicate electronically with the IRS.”

The new ETAAC Chairperson:

Grace Ann Dieterich was selected as the new ETAAC Chairperson beginning in September 2005.  Grace has been a member of ETAAC since September 2003. Grace is currently a Senior Vice President of Technology with Jackson Hewitt. As the CIO of an IRS National Account, Grace has been a valuable partner in the IRS effort to increase electronic filing, paying and e-services use by taxpayers and practitioners.

ETAAC will have 14 members that serve as a public forum for discussion of electronic tax administration issues. The ETAAC members convey the public’s perceptions of the IRS electronic tax administrating activities, offer constructive observations about current or proposed policies, programs, and procedures, and suggest improvements.

The new members are:

• Kevin Belden, of Averill Park, N.Y. Belden, a former Chief Information Officer for the New York State Department of Tax and Finance, is now an Associate Partner and Executive Consultant with IBM Business Consulting Services, providing tax administration and information technology management services to state and federal government agencies.

• Larry Dreyer, of Stockbridge, Ga. Dreyer is a Senior Vice President, Global Government Group with Bank of America where he leads business development, client management and program management for public sector business that includes federal, state, and international government banking.

• James A. Huling, of Westerville, Ohio. Huling is a Senior Vice President at JP Morgan Chase/Bank One where he is the Operations and Risk Manager for the firm’s Tax Related Product Business.

• Robert J. Meighan, of La Jolla, Calif. Meighan is a Vice President of the Consumer Tax Group (Turbo Tax) at Intuit, Inc. He is responsible for contact center activities for sales, service, and technical support.

• Suzanne M. Moss, of Morris Plains, N.J. Moss is the Director of Tax Technology at Verizon Communications. She manages a team responsible for all technical issues related to all tax areas including income, property, transaction taxes, billing systems issues and audit support. Suzanne is currently serving as the President of the Association for Computers and Taxation (ACT).

• Anthony T. Tullo, of Woodbridge, Va. Tullo is the Director of Federal Compliance at Automatic Data Processing where he has actively been involved in several IRS electronic commerce initiatives such as 941 e-file, the Federal Employer Identification Number Internet Process, Signature Alternatives and the Electronic Federal Tax Payment System.

“The ETAAC group provides essential input into the development and implementation of the IRS’ strategy for electronic tax administration,” said DuMars. Each June, the ETAAC submits an annual report to Congress reporting on the progress of the IRS’ electronic tax initiatives. ETAAC was created in by the IRS Electronic Tax Administration as required by the IRS Restructuring and Reform Act of 1998.
