IRS selects 18 new Internal Revenue Service Advisory Council members for 2025

WASHINGTON — The Internal Revenue Service today announced the appointment of 18 new members to the Internal Revenue Service Advisory Council.

The IRSAC, established in 1953, is an organized public forum for IRS officials and representatives of the public to discuss a broad range of issues in tax administration. The Council provides the IRS and agency leaders with relevant feedback, observations and recommendations. It will submit its annual report to the agency at a public meeting in November 2025.

The 2025 IRSAC Chair is Christine Freeland, President of Christine Z. Freeland, CPA PC, in Chandler, Arizona. Freeland has volunteered tax services at both the local and state levels. At the national level, she has served as president of the National Society of Accountants (NSA). Freeland was also the NSA presenter for the IRS Nationwide Tax Forum in 2020 and 2021. She works with the Arizona Association of Accounting and Tax Professionals and has developed continuing education events for IRS Tax Security Awareness Week. Freeland also teaches Circular 230 Ethics annually and participates in roundtables.

The IRS strives to appoint members to the IRSAC who represent the taxpaying public, the tax professional community, small and large businesses, tax exempt and government entities and information reporting interests.

The following individuals were appointed to serve three-year terms on the council beginning this month:

Grace Allison – Staff Attorney and former Director at New Mexico Legal Aid LITC, in Albuquerque, New Mexico.

Pablo Blank – Director of Immigration Integration at CASA, Inc., in Rockville, Maryland.

Selvan Boominathan – VP Global Head of Tax at Hackman Capital Partners, LLP, in Washington, DC.

Caroline Bruckner – Senior Professional Lecturer & Managing Director of the Kogod Tax Policy Center at American University Kogod School of Business in Washington, DC.

Samuel Cohen – Chief Legal Officer at Santa Ynez Band of Chumash Indians in Santa Ynez, California.

Kendra Cooks – Chief Financial Officer and Treasurer at Wabash College in Crawfordsville, Indiana.

Omeed Firouzi – Practice Professor and Director of the LITC at Temple University Beasley School of Law in Philadelphia, Pennsylvania.

David Gannaway – Principal at Bederson, LLP, Accountants & Advisors in Fairfield, New Jersey.

Jared Goldberger – Partner at Mayer Brown, LLP, in New York, New York.

David Heywood – Attorney in Gettysburg, Pennsylvania.

Manuela Markarian – Senior Tax Advisor at Bank of America in Charlotte, North Carolina.

Charles Markham – Principal of Markham & Company LLC, in Gainesville, Virginia.
