Command Code LEVY is used to utilize only the TIF for the storing of all levy sources

The RCC(Research Command Code) Project Lead responsible for reviewing and implementing the Work Requests that affect LEVY and for updating the contents of this IRM.

The Command Code LEVY is managed by Work Requests which are submitted for changes and also by tickets which are submitted by users for corrections.

Access to this program is governed by SACS

Acronyms Unique to IDRS.

Command code LEVYS is the research code for specific TIF levy information. It also establishes a screen format, which can be used with other LEVY command codes. It is required that command code LEVYS precede the action LEVY command codes.

Command code LEVYS will display the TIF levy sources in priority order as follows:

Command code LEVYS has a secondary use as a research tool. If unable to locate a taxpayer with the address as it is on MASTER FILE, LEVYS may be used to find the name of a levy source. This third party may be able to provide new information as to the location of the taxpayer.

Command code ENMOD (See 2.3.15) may be used to see if levy source data is present on the TIF. The LEVY-SOURCE-INDICATOR will display " LEVY SRCE PRESENT" otherwise nothing is noted on ENMOD.

Levy sources can be updated on the TIF at MCC (IMF) and TCC (BMF) only.

Command code LEVYE is used to establish levy source information on IDRS for a particular Taxpayer Identification Number. If the levy source being added exceeds fifteen, LEVYE will prioritize the sources currently on the TIF deleting the lowest priority and adding the higher priority. Each levy source entered must be unique. Command code LEVYE supports the use of the "tab" function.

Command code LEVYM is used to provide a screen used to establish three new levy sources on IDRS for a particular Taxpayer Identification Number at one input request. LEVYM will provide a screen with three blank real-time formats for levy source entries and a command code/definer of LEVYE. Further processing is through LEVYE.

Command code LEVYR is used to revise levy source information on IDRS for a particular Taxpayer Identification Number. The LEVY-SOURCE-NUMBER is required as displayed by the LEVYS output screen. Command code LEVYR supports the use of the "tab" function.

Command code LEVYD is used to delete levy source information on IDRS for a particular Taxpayer Identification Number.

Whenever command codes LEVYE, LEVYM LEVYR, or LEVYD are successfully executed a ENT-ACTION-HIST-GROUP entry is generated showing command code, date, and employee number.

Levy sources can be deleted from the TIF at MCC (IMF) AND TCC (BMF) only.

Eliminate duplicates—careful review of duplicates should be done to assure that these sources are in fact duplicates and not just different accounts at the same location.

TIF levy sources that have the lowest priority should be deleted first. Carefully review levy sources, if the correct money amount indicator (LEVY-FORM-CD on a RT source only) can be determined use command code LEVYR to revise levy source information on the IDRS RT source. Otherwise, use command code LEVYD to delete levy source information on IDRS.

IRMF levy sources should be deleted in order of priority, with CTR sources having the lowest priority. These are "IR" levy sources which are denoted by a money amount indicator of 066 or 087 on lines 3 or 10 in positions 5–7 and a document type of "C" on lines 3 or 10 in position 21. IRMF other sources will have the next lowest priority.

IRMF other sources —These are "IR" levy sources which are denoted by money amount indicators of either "008, 021, 022, 023, 025, 050, 051, 088, 059 or 144" on lines 3 or 10 in positions 5–7 and a document type of either "1,2,3,4 or 9" on lines 3 or 10 in position 21.

The following are next in priority for deletion:

FP—Federal Payment Levy Program sources would be next in priority to be deleted.

FC—Federal Contractor levy sources—are last to be deleted. These levy sources are denoted by a money amount indicator of 082 on lines 3 or 10 in positions 5–7.

TIN MISMATCH WITH CSTT STORED DATA—TIN and file source did not match TIN and file source stored in the SIR from the previous command code.

INITIATE LEVYS—Command code LEVYS must be done prior to any other LEVY command code. Input the command code LEVYS and re-enter.

NUMBER LINE FORMAT ERROR—Incorrect format of source numbers on the TIF.

SOURCE NUMBER MISSING—LEVY-SOURCE-NUMBER is not present or incorrect.

LEVY SOURCE NOT PRESENT ON TIF—Levy source is not present on the TIF.

DUPLICATE SOURCE NUMBERS ENTERED—The same levy source number appears more than once. Correct and re-enter.

INVALID SOURCE NUMBER—Levy source numbers not in valid range of 1 through 15.

TIN MISMATCH WITH CSTT STORED DATA—TIN and file source did not match TIN and file source stored in the SIR from the previous command code.

INCONSISTENCY BETWEEN COMMAND CODE AND SCREEN INPUT—The correct levy source format is not being used for a LEVYE input. Check definer and re-enter information.

INVALID LEVY SOURCE—Invalid levy source has been entered. Correct and re-enter.

INVALID WAGE EARNER CODE—WAGE-EARNER-CD is other than "P" or "S" for IMF account or other than "P" for BMF account. Correct and re-enter.

FIRST NAME LINE INVALID OR BLANK—First position is blank. Correct and re-enter.

ILLEGAL CHARACTERS PRESENT ,>, =, [,]—The first name line, second name line, street address, city/state or zip code contains one or more illegal characters. Correct and re-enter.

CITY, STATE AND ZIP ARE REQUIRED—The city, state and zip fields are blank.

INVALID ADDRESS-PLEASE CORRECT—When CZALL was called to expand the MAJOR-CITY-CODE an error of " 03" was returned denoting an error in the street address or major city not expanded. Correct and re-enter.

CITY INVALID OR BLANK-PLEASE CORRECT—first position is blank or exceeds 22 characters. Correct and re-enter.

COMMA REQUIRED FOLLOWING CITY—A comma is necessary following a city when a major city code is not used but the entire city name is input. Correct and re-enter.

NO SECONDARY-TIN ALLOWED ON BMF LEVY SOURCES—Address changes only.

STREET ADDRESS REQUIRED FOR MAJOR CITY—Street address not entered on specified line. Correct and re-enter.

STATE INVALID OR BLANK-PLEASE CORRECT—State is not present, is not preceded by a comma, or is not a valid 2-digit state code. Correct and re-enter.

ZIP CODE INVALID OR BLANK—One or more digits of the zip code are not numeric, not preceded by a '(' or zip code is not within the range of 0040199999 or 004010000-999999999 or 004010000000-999999999999. Correct and re-enter.

MAJOR CITY CODE AND ZIP ARE NOT INCONSISTENT—CSZALL has returned an indicator stating that the city code and zip are in error. Correct one or both and re-enter.

INVALID MAJOR CITY CODE-PLEASE CORRECT—Major two digit City Code is not valid. Enter city name and two digit state code abbreviation and zip code.

ONLY RT LEVY SOURCES CAN BE ENTERED—An attempt to post a levy source to the TIF that is not a Real-time source has been made.

DUPLICATE LEVY SOURCES ENTERED—An attempt was made to add a levy source already present on the TIF. Correct and re-enter.

INVALID TIN—TIN and file source did not meet standard validity criteria. Correct and re-enter.

TIN MISMATCH WITH CSTT STORED DATA—TIN and file source did not match TIN and file source stored in the SIR from the previous command code.

INVALID NAME CONTROL—Name control does not meet standard validity criteria. Correct and re-enter.

NAME CONTROL MISMATCH WITH TIF—Name control does not match control in the BASIC-ENT-REC on the TIF. Correct and re-enter.

INITIATE LEVYS—Command code LEVYS must be done prior to any other LEVY command code. Input the command code LEVYS and re-enter.

ACCOUNT NOT ON FILE—There is no information on the TIF for the TIN and file source input.

INCONSISTENCY BETWEEN COMMAND CODE AND SCREEN INPUT—The correct levy source format is not being used for a LEVYR input. Check definer and input information and re-enter.

LEVY SOURCE NOT PRESENT ON TIF—Levy source is not present on the TIF. Use LEVYE to input source.

LEVY SOURCE NUMBERS REQUIRED FROM LEVYS SCREEN—The source numbers assigned by LEVYS and displayed on the output screen (1 through 9 denoting the screen position of levy sources) are required on input to LEVYR for prioritization purposes. Re-evaluate and re-enter.

INVALID LEVY FORM CODE—LEVY-FORM-CD is other than "[slashb][slashb]W" or "[slashb][slashb]O" or "[slashb][slashb]I" . Correct and re-enter.

INVALID WAGE EARNER CODE—WAGE-EARNER-CD is other than "P" or "S" for IMF account or other than "P" for BMF account. Correct and re- enter.

NO SECONDARY-TIN ALLOWED ON BMF LEVY SOURCES—Address changes only.

FIRST NAME LINE INVALID OR BLANK—First position is blank. Correct and re-enter.

COMMA REQUIRED FOLLOWING CITY—A comma is necessary following a city when a major city code is not used but the entire city name is input. Correct and re-enter.

STREET ADDRESS REQUIRED FOR A MAJOR CITY—Street address not entered on specified line. Correct and re-enter.

STATE INVALID OR BLANK-PLEASE CORRECT—State is not present, is not preceded by a comma, or is not a valid 2-digit state code. Correct and re-enter.

ZIP CODE INVALID OR BLANK—One or more digits of the zip code are not numeric, not preceded by a '(' or zip code is not within the range of 00401-99999 or 004010000–999999999 or 004010000000–999999999999. Correct and re-enter.

MAJOR CITY CODE AND ZIP ARE INCONSISTENT—CSZALL has returned an indicator stating that the city code and zip are in error. Correct one or both and re-enter.

INVALID MAJOR CITY CODE-PLEASE CORRECT—Two digit major city code is not valid. Enter full city name and two digit state code abbreviation and zip code.

ONLY ADDRESS CHANGES ALLOWED ON NON-RT—An attempt to revise information other than the address for a levy source that is present on the TIF but is not a Real-time source has been made.

LEVY LITERALS REQUIRED FROM LEVYS SCREEN—The literals on the right side of the screen identifying the type of levy source have been deleted. Correct and re-enter.

?-UNRECOGNIZABLE TIF LEVY SOURCE—Money amount indicator and/or document type do not meet standard validity criteria. Delete source from IDRS with command code LEVYD, or correct source on IDRS with command code LEVYR.

INITIATE LEVYS—Command code LEVYS must be done prior to any other LEVY command code. Input the command code LEVYS and re-enter.

INVALID RESPONSE—Data Base Errors: If an error should occur in attempting to access the TIF, one of the following error messages will be displayed in inverse video on line 23 or line 24.
