Revised January 12, 2024 MeF 94x stakeholders: We are providing tax year 2023 Extensible Markup Language (XML) schemas and business rules for Form 94x that includes new tax year form(s) and tax law changes. Included in the 2023v2.0 schema package are "Diff" files which identify the difference between the 2023v1.0 schema package and the 2023v2.0 schema package. The XML standardization was applied and are available for program planning purposes. These schemas and business rules will be used in the Assurance Testing System (ATS) on December 17, 2023, and in production on January 16, 2024. The distribution of MeF schemas and business rules is now through the Registered User Portal and your e-Services mailbox. This mailbox is part of the Secure Object Repository (SOR). Users will access their mailbox in their existing e-Services account to pick up the schema and business rules packages. Instructions for accessing the SOR mailbox To receive the distribution of schema and business rule packages you must have an active e-Services account and be listed on an e-file application with the provider option of software developer. your role on the e-file application must be principal, responsible official or a delegated user with MeF authorities. If you are a registered user in e-Services and are listed on a state e-file application, you will receive this distribution. We encourage you to review your e-file application now to verify you have the appropriate role and to verify you have access to your e-Services account. Note: You can access the login page, register for e-Services, reset your password, and make changes to your existing account on e-Services online tools for tax professionals. XML schemas The "Diff" Files for the 94x annual forms identify the changes from the tax year 2022v2.0 schema package to the tax year 2023v1.0 schema package. Business rules The 94x annual forms 2023v1.0 business rules are available in two (2) formats that contain identical information: Adobe (.pdf) and Comma Separated Values (.csv).
