Submissions are not processed in the 1040 MeF Assurance Testing System (ATS) in the exact manner that they are processed in the Production (live returns) System. In order to mimic the responses States will receive from IRS for state submissions in Production, the following values are set in ATS for the 1040 MeF Program:

  1. The ITIN Mismatch and Imperfect Return indicators can only be present for linked submissions.
  2. To receive the indicated values for the ITIN Mismatch and Imperfect Return indicators, the Primary SSN on both the State and IRS submissions must be the same value.
  3. The Primary SSN Validation Status is set based on the range of the last 2 digits of the Primary SSN.
  4. The Secondary SSN Validation Status is set based on the range of the last 2 digits of the Secondary SSN.
